Hon. Emmanuel Wepukhulu Biara has reaffirmed his commitment to addressing persistent land challenges in Bulambuli Constituency, declaring that his mission is to fight injustice and protect the rights of genuine landowners rather than target individuals.

Biara said he has been warned by some people that speaking out on land disputes in greater Bunambutye could create political challenges for him.

However, he insisted that remaining silent while residents face land conflicts, alleged fraud, land grabbing and lengthy court battles would amount to abandoning the people he represents.

He expressed concern over reports of vulnerable residents selling land at extremely low prices, including cases where an acre is allegedly exchanged for as little as Shs270,000.

According to him, such practices expose communities to exploitation and threaten the future economic prospects of Bulambuli.

The legislator noted that land remains one of the constituency’s greatest assets and that unresolved ownership disputes are limiting its ability to support agriculture, investment and job creation.

He argued that secure land ownership is essential for unlocking Bulambuli’s development potential.

Biara emphasised that his campaign for land justice is not driven by personal disagreements or political rivalry but by the need to establish a fair and transparent system where lawful ownership is respected, disputes are resolved through proper channels and investors can operate responsibly.

His remarks come ahead of a planned visit by the Minister of Lands, Housing and Urban Development to the area, an engagement Biara hopes will help generate practical and lasting solutions to the land problems affecting residents.

The lawmaker believes Bulambuli has the capacity to become a major food-producing hub for Uganda if land issues are addressed.

He said improved security along the Bugisu–Karamoja border and the presence of a fully established military facility at Kata Barracks in Bunambutye could further support investment and agricultural growth.

“Land is a primary factor of production,” Biara said, stressing that meaningful economic transformation cannot be achieved without proper land management and secure ownership.

He pledged to continue championing lawful reforms, saying his focus remains development, fairness and justice for the people of Bulambuli.
