Cattle restocking money gets sweet as father, daughter arrested for fraud in Kamdini

Kamdini, OyamPolice in Oyam district have arrested two suspects in connection with the alleged theft of funds meant for a beneficiary of the government restocking programme. 

The North Kyoga Regional Police PRO SP Jimmy Patrick Okema, confirmed the development on Wednesday.

SP Okema identified the suspects as Odongo Quinto, 58, and his daughter, Auma Lydia, a mobile money agent operating in Kamdini town council.

Both suspects are residents of Dogfitina village, Myene parish, Myene sub-county, in Oyam district.

According to SP Okema, preliminary investigations indicate that during the profiling and registration process for a Wendi account, the complainant—Adong Rose, 59, a beneficiary of the restocking programme was allegedly manipulated into linking her account to a phone number controlled by Odongo Quinto instead of her own.

It is further alleged that, with the assistance of his daughter, the SIM card associated with the account was later swapped.

Police reports indicate that on June 9, 2026, when government funds amounting to shs5,000,000 were disbursed to the beneficiary’s account, the suspects allegedly facilitated a PIN reset and subsequently accessed the funds through a financial institution in Kamdini.

The matter was reported to police, prompting investigations that led to the arrest of the two suspects.

A case of theft was registered at Oyam Central Police Station (CPS), and statements have been recorded from the complainant and other relevant witnesses.

During the course of investigations, both the original and swapped SIM cards were recovered. Police also obtained and reviewed mobile money transaction records linked to the suspects. Efforts are currently underway to recover the stolen money.

The suspects remain in custody at Oyam CPS as investigations continue, according to the PRO. “The case file is being compiled and will be submitted to the Resident State Attorney for legal advice and further direction.”

SP Okema has urged members of the public to respect government programmes and ensure that resources intended for beneficiaries reach the rightful recipients.
