Why the govt has injected shs1b into WALK Arts SACCO in northern Uganda

WALK Creative Arts Gulu has received Uganda shillings 1 billion revolving fund from the government of Uganda through the Ministry of Gender, Labour and Social Development (MGLSD).

The fund is to strengthen the management and operations of its Savings and Credit Cooperative Organization (SACCO), a move expected to significantly boost the creative economy in Northern Uganda.

The funding was officially announced and celebrated on Tuesday at the organisation’s head office in Gulu City, drawing a large gathering of artists, creatives from within and outside the region, community members, and local leaders.

The event was marked by excitement and optimism, with many attendees describing the support as a clear signal of the government’s commitment to financial inclusion, youth livelihoods, and the growth of creative enterprises in Northern Uganda.

Speaking at the event, Aboda Solomon, Chairperson of WALK Creative Arts SACCO, expressed gratitude to the government, saying the funding represents long-overdue recognition of the creative sector.

“We are very happy because this is the first time the government has officially recognised us and chosen to work directly with our SACCO,” Aboda said.

He clarified that the shs1 billion is a revolving fund, not money meant for a few individuals, but a sustainable financing mechanism designed to benefit all members.

“This money is not for handouts. Members will borrow, invest, and repay so that others can also benefit. It is meant to help all of us grow together,” he emphasized.

The SACCO Secretary, Oyoo Nyiggling, outlined the requirements for full membership, explaining that applicants must pay a shs10,000 membership fee, shs20,000 subscription fee, and purchase at least two shares.

He added that the SACCO aims to offer affordable loans to creatives and entrepreneurs to expand their businesses, acquire equipment, and improve production quality and ultimately reduce poverty among artists and cultural practitioners.

Godfrey Odoki Ociti, the Commercial Officer for Nwoya district, thanked the board members for their perseverance, noting that the initiative had come a long way.

“What began as a roadside conversation has now become a reality,” he said.

He described WALK as a major initiative with a shs49 billion work plan, adding that the SACCO is only one of several planned subsidiaries under the broader WALK vision.

Odoki encouraged unity among members, stressing that collective purpose is essential to achieving the organisation’s long-term goals.

“I want to thank the legendary artists who stayed behind and set a good example for upcoming artists in Northern Uganda. By sharing their wisdom and experience, they are shaping a bright future for the WALK Foundation,” he added.

Loans to start in January 2026

Representing the Lango sub-region, SACCO treasurer Atine Maros aka Profesa Maros confirmed that the funds have already been received and announced that members will begin accessing loans in January 2026.

“I confirm that the money has been received, and borrowing will start in January 2026. This is not a rumor, it is real. It has not been an easy journey, but through unity and perseverance, we have reached this milestone,” he said.

He attributed the SACCO’s success to committed leadership, teamwork, and resilience, noting that initial skepticism had discouraged some potential members.

Women and youth encouraged to join

Board member Ms. Robina described the funding as the result of years of quiet dedication and persistence.

“We have been working behind closed doors for a long time, and finally our efforts have come to light. We are overwhelmed with joy,” she said.

She emphasized that WALK Creative Arts is gender-sensitive and inclusive, urging women across Northern Uganda to seize the opportunity.

“I encourage women to join this SACCO and see it as a pathway to financial growth and empowerment,” she noted.

Impact on northern Uganda

Leaders at WALK Creative Arts believe the shs1 billion fund will strengthen SACCO governance, expand access to affordable credit, and stimulate economic growth, job creation, and poverty reduction across the region.

By supporting creatives, the initiative is expected to boost youth employment, promote cultural preservation, and build long-term economic resilience in northern Uganda.

As the creative industry gains recognition as a key driver of development, WALK Creative Arts Gulu’s SACCO is emerging as a model of how culture, creativity, and finance can work together to transform communities.
