A total of 1,398 Election Special Police Constables (ESPCs) were passed out on Thursday, December 18, after completing a 10-day intensive training course at Busoga College Mwiri in Jinja district.
The trainees were drawn from the three policing divisions of Kiira Region—Kiira Central, Kiira East (Kakira) and Kiira North (Buwenge). Of the total number passed out, 406 were female. The training ran from December 8 to December 18.
The Guest of Honour, Hajji Ahmed Kateregga Musaazi, the Resident District Commissioner of Jinja district, praised the trainees for their high morale, exemplary discipline and dedication during the training.
He commended the instructors led by the Course Director, SSP Charles Nsaba, the Regional Police Commander (RPC), and the Course Coordinator, SSP Katumba Christopher, the Deputy RPC, for imparting professional knowledge and skills to the trainees.
Hajji Kateregga appealed to the ESPCs to behave well in society and not allow suspected wrongdoers to destabilize polling stations during the voting days.
SSP Charles Nsaba congratulated the trainees upon successful completion of the course and praised them for their discipline and loyalty throughout the training period.
He appealed to them to spread the message of peace and assured them that any opportunity to join the Uganda Police Force would be considered ESPCs, provided they meet the recruitment requirements.
Nsaba cautioned them against misuse of police uniforms, involvement in unprofessional conduct, unlawful arrests, misuse of social media, land wrangles, corruption and subversive tendencies.
The Cantonment Commander for Busoga sub-region, Brig Gen Emmanuel Kanyesigye, reaffirmed his commitment to support police before, during and after elections. He commended the trainees for their smart appearance in police uniforms and good attitude towards work, while cautioning them against reckless lifestyles and subversive tendencies.
The Course Coordinator, SSP Katumba Christopher, urged the ESPCs to make the force proud by implementing the knowledge, skills and methods acquired during training, encouraging them to keep learning and relearning.
He appreciated strategic stakeholders and the public for supporting the training, including Busoga College Mwiri Headteacher Peter Sibukule, St James SSS Headteacher Jacqueline Kalule, Engaano Millers Ltd, Victoria Nile Plastics, John Kamau and Busoga artists.
Four ESPCs—Binega Alfred, Musubika Sagida, Butanda Ausi and Akello Beatrice—were recognised for outstanding performance, citing exemplary discipline, teamwork, morale, obedience and commitment.
During oversight tours, SSP Kutusa Marion, the Admin CPC at Police Headquarters representing the Director HRD, highly recommended Kiira Regional training, citing effective implementation of training modules and proper welfare of instructors and trainees.
Hajji Ahmed Kateregga Musaazi officially passed out the trainees at 16:20 hours, marking their transition from recruits to Election Special Police Constables.
SP James Mubi, the PRO for Kiira Region and Jinja Regional Police, said the policing region now looks forward to a fruitful three-month contract effective December 2025.
