A leadership handover ceremony held at the Central Police Station (CPS) Jinja on Wednesday marked the official transfer of office between two senior police officers.
SP David Kamugira has taken over as the new District Police Commander (DPC) for CPS Jinja Central, replacing SP Innocent Mubangizi, who now moves to Katwe in the same capacity.
The function was presided over by the Kiira Regional Police Commander (RPC), SSP Charles Nsaba, and attended by key security stakeholders, including the Resident City Commissioner (RCC) of Jinja, Richard Gulume.
In his remarks, SSP Nsaba commended outgoing DPC Mubangizi for his distinguished service, describing him as a disciplined and accountable officer with a firm grasp of command responsibilities.
He highlighted Mubangizi’s adherence to human rights principles in policing and his diligent approach to duty.
RCC Gulume also lauded Mubangizi’s contributions, particularly his role in combating organized crime such as the bijambiya gang attacks, motorcycle thefts, gender-based violence, and other serious crimes.
He credited him for restoring public confidence in the police through community engagement and for successfully managing security during the Presidential Parish Development Model (PDM) performance assessment and recent grassroots NRM elections.
The newly appointed DPC, SP Kamugira, previously served at Katwe Police Station under Kampala Metropolitan Police (KMP) South.
His redeployment to Jinja was met with a warm reception from the joint security forces in the region, who pledged their cooperation and support.
During his farewell address, Mubangizi expressed gratitude to the RPC, RCC, and all security agencies and local stakeholders for their unwavering support during his tenure.
He noted that the people of Busoga were an invaluable asset in crime prevention, citing their positive engagement and cooperation with security personnel.
Kamugira, in his acceptance speech, commended Mubangizi for maintaining law and order in Jinja.
He also thanked the leadership of Kiira Region and the local community for their warm welcome, pledging to continue building on the strong foundation laid by his predecessor.
“The people of Busoga should expect total dedication and proactive policing from my office,” Kamugira said.
As part of his closing remarks, RPC Nsaba urged both officers to handle the upcoming political season with sensitivity and professionalism.
He emphasized the importance of respecting all political actors and the general public during the electoral process.
The handover ceremony underscored the Uganda Police Force’s commitment to continuity in leadership and enhanced public safety across the region.
