Dokolo district IoSs Okello Denis denies forging appointment letter

The Resident District Commissioner (RDC) of Dokolo, Barbara Akech, has strongly condemned the forgery of documents by some civil servants, including Okello Denis Livingston.

Okello is the District Inspector of Schools for Dokolo district local government.

Akech emphasized the importance of integrity in public service and called upon citizens to obtain academic and service documents through legitimate means.

She warned of the legal consequences of forgery.

“As head of security, I will ensure the Accounting Officer of Dokolo district complies with the Inspectorate of Government’s directive to dismiss Okello Denis Livingston, who has been implicated in forgery,” said RDC Akech.

Okello is accused of forging a letter of appointment on probation as an Assistant Education Officer, allegedly issued by the Education Service Commission under Minute No. 64/2007 (677).

However, verification revealed that this minute actually referred to Kagawa Juliet, who was legitimately appointed as Assistant Education Officer (English/Literature).

In June 2007, Okello reportedly presented forged posting instructions, allegedly issued by the Ministry of Education and Sports under Minute 10/2007 (677), to Kangai Secondary School, which upon verification were found to be non-existent.

He later used the same forged documents to apply for the position of Inspector of Schools, to which he was appointed and confirmed on October 24, 2018.

According to the Inspectorate of Government (IG), Okello’s actions violated Section 382 of the Penal Code Act, which states that any person who knowingly and fraudulently utters a false document commits an offense and is liable to the same punishment as if they had forged the document themselves.

The IG issued a press statement on June 4, 2025, ordering the dismissal of officials who used forged documents to gain employment.

The directive was signed by Deputy Inspector General Anne Twiriomugisha Muhairwe following a successful investigation.

Okello denied knowledge of the dismissal orders and forgery when contacted by phone by tndNews.

Other officials listed for dismissal include Charles Agaba, Assistant Inventory Management Officer, Ithungu Eve, Parish Chief in Bundibugyo, and David Dimba Kenyi, Principal Education Officer of Koboko Municipal Council

Efforts to contact the Chief Administrative Officer (CAO) of Dokolo, Grandfield Orondo Omonda, told tndNews that following the public service law he has no mandate to remove civil servants from work.

According to Oronda, only the Public Service Commission through the District Service Commission (DSC) can remove a civil servant from service.

“So, I will first come to a common understanding with the DSC and see what to do,” the CAO said.
