Kotido secondary school headteacher still under probe

Kotido – 26, December 2021: The police criminal investigations unit in Kotido have taken over the investigations on the former headteacher of Kotido senior secondary school.

Jackson Matsanga is under probe over misuse of a fund to buy a school bus and refusing to table accountability. 

Since 2019 when the matter was reported to Kotido Central Police Station by the school management committee, Police is yet to show any success in its investigations.

TND News’ Hope Ochero had a conversation with the Kotido district CID officer, ASP Tadeo Ecodu who said, “We first gathered all the documentary evidence that was required and sent the file to the DPP last year.”

The detective added that the file was bounced for further investigations.

According to him, further investigations that were needed by the DPP required their movement to Kampala to verify the purchase documents from a bus company quoted by Matsanga.

Matsanga alleges he had used the money for buying a school bus but the process and delivery were delayed due to “financial challenges”.

The Public Accounts Committee report of 2019 revealed that shs75m was paid to an unknown source in Kampala. The committee also found there was no requisition made for the spent money.

Also, the shs46m that the school had received from the Uganda Communication Commission (UCC) to support its ITC and computer studies was embezzled.

Peter Lokol one of the members of the Kotido district public accounts committee (KDPAC) who participated in the auditing described Matsanga as an arrogant person.


Tadeo further revealed that on November 29, the police “forensic unit” called the file as more investigations start.

“The process will speed up since the file is in the right hands that can verify documents provided by the accused faster than us.”

Matsanga is currently on a police bond and Kotido SSS has received another headteacher to replace him.
