Ishaa Otto Amiza: The ineptness of the cabinet is finally exposed on the anti-sovereignty bill 2026

Everyone is now wondering how the Sovereignty Bill could pass through Cabinet to Parliament without the heads there realising that the Bill would not only hurt the economy but expose the insensibility and narrowness of the originators and drafters in the government.

When the bill was brought before the NRM parliamentary Caucus on March 27, 2026, they unanimously and ignorantly okayed the bill and pledged their total support to the bill, without any single mind of scrutiny and understanding of the whole bill.

A few weeks later, the would-be, “learned Attorney” – bwana Kiryowa with support from prodigal promising transitional Speaker of the 12th Parliament tabled the bill before Parliament for First Reading, which prompted the Clerk to Parliament – Hon. Adholf to call for a public hearing before the Legal Affairs Committee of Parliament chaired by, Hon. Bakka. In this text, I emphasise the names of holders for future reference.

Obviously, critical views started flowing from the “usual victims”, (proclaimed Opposition) of state witch-hunt using obnoxious and repugnant laws like POMA et al, who openly and clearly viewed the bill as a target of the opposition’s advances in foreign capitals and most recently the diplomatic inroads made by Robert Kyagulanyi of NUP whom the state has repeatedly accused of dealing with foreign countries to destabilise the regime.

Soon, voices from human rights, economic and governance experts and activists dropped in brining stinging angle of the bill which ideally exposes the drafters and initiators to be so daft and gullible as to appreciate the dangers the bill exposes the economy to, let alone its unconstitutionality and vagueness.

This was finally nailed by the team headed by Governor Bank of Uganda, “Excellency Etingi Ego” who has decently distinguished himself from a bunch of ignorant opportunists masquerading with political and technical titles within government cycles.

Unfortunately, the Attorney General, Kiryowa continues to insist that the bill is a good law in the offing without defining any serious mischief that the law intends to cure.

I am therefore not bothered by what comes out of the individuals in the corridors of power for Ugandans already know that everyone from the cabinet to the NRM parliamentary caucus to parliament is now at “mental gun point” to pass the bill.

On the other hand, the opportunists looking for cheap political and financial benefits from the President and Muhoozi are now using the bill to justify their loyalty and dedication, with the hope that their actions will bring rewards, leaving the Attorney General, Kiryowa with the only focus to do anything to please his masters to retain his office, the chairman of the parliamentary committee- Bakka now looks at the bill as an opportunity for promotion in the next government.

And obviously, the Speaker, Anita Among and the Deputy Speaker Thomas Tayebwa have no choice except to hand over the last gift to reward the first son, Gen. Muhoozi and his father with the pledge of “doing everything possible to promote the General against opponents, after all the opposition in the 12th Parliament will be walloped for they have already been swallowed in the 11th Parliament.”

I now know President Museveni is fighting with his own ideas to appear decent and innocent in the eyes of the citizens and the investors about “the Sovereignty Bill” well aware that the experts, diasporans, politicians and citizens have known the government’s ineptness and selfishness in bringing such a bill.

The President now knows the investors and international community are aware of his conspiracy against them including the few diasporans who had been his allies in consolidating the NRM government across the globe.

Conclusively, the bill is too shallow, anti- citizens’ sovereignty, egoistic, suicidal and destructive to the economy and rights of all citizens within and without, a curse that will not only damage our foreign relations, but also undermine the opportunistic talk of taking Uganda to a middle-income economy.

My last word to the NRM-dominated Parliament is simple: Ignorantly pass the bill, allow it to be used for political expediency against opponents of the regime especially NUP but remember, the obnoxious law will target your very own children who are now presumed foreign agents struggling to earn a living or get educated in foreign Capitals for lack of opportunities back home.

For the members of the Committee on Legal and Parliamentary Affairs, you know the integrity of the 11th Parliament is soiled. Could you then use this opportunity to reclaim at least your individual legacies by stopping the bill at the committee stage?
