The Lango sub-region has long been a cradle of influential leaders whose impact resonates nationally and internationally.
Recent finding reveals that a dynamic group of Lango politicians, legal minds, and activists continue to shape development and peacebuilding across Uganda and beyond.
Today, in part one, we take a look at the most influential figures who will make waves in the 2026-2031 term throughout the entire Lango region.
Lira City
Dr. Jane Ruth Aceng Ocero | Uganda’s health champion and Lira City’s leading lady
A senior consultant pediatrician with extensive experience as a hospital director, Dr. Jane Ruth Aceng Ocero stands as a prominent figure in Ugandan health sector management, overseeing policy formulation and national health services.
She serves as Uganda’s Cabinet Minister of Health, a position she has held continuously since 2016.
Dr Aceng is widely credited with leading Uganda’s exemplary COVID-19 response, which earned international acclaim. She serves as the Woman Member of Parliament for Lira City, having been re-elected for the 2026-2031 term, and additionally chairs the NRM party in Lira City.
Her dual role as both national health policy architect and constituency representative makes her one of Lango’s most influential voices.
Dr. Jane also oversaw the construction of over a total of 54 health center three across lango sub-region The Lira City legislator specified that out of the more than 54 Health Centre IIIs, Oyam District received 10, Dokolo district got 6, and Kwania District received 5, among other districts in the region.
Jimmy Akena
A Ugandan politician, Member of Parliament for Lira City East, and leader of the Uganda People’s Congress (UPC) party since 2015.
Son of former President Milton Obote, he has been a key figure in Ugandan politics, navigating challenges to his leadership and, as of late 2025, challenging the Electoral Commission’s decision to block his 2026 presidential bid.
He serves as the president of the UPC, a position he has held since 2015.He is the son of the late Milton Obote, the founder of the UPC and former president of Uganda.
Akena’s leadership has faced internal dissent, with some, including accusations from political figures, suggesting his actions have served the interests of the ruling NRM party.
He declared his intention to run for president in 2026, but the Electoral Commission blocked his nomination.
Akena vowed to use legal means to reverse this decision.He holds significant support in the Lango sub-region, a traditional UPC stronghold.
Kole district
Dr. Samuel Opio Acuti | A transformational leader championing development and service delivery.
A fast rising dynamic leader, Dr. Samuel Opio Acuti is a Ugandan pharmacist and a pharmacologist. He is currently serving as the Member of Parliament for Kole North constituency.
First elected as an independent in 2021 before joining the NRM party and winning with an 81% landslide for his second term, he has been vocal on infrastructure development and service delivery.
He has been branded the MP for Lango due to his constant call for improvements on Lango infrastructure, education and health.
In just his first term, MP Dr. Opio has been appointed as the Vice chairperson of the health committee which oversees the 5 trillion health budget.
He also serves as a representative of the parliament of Uganda in the ACP-EU parliament headquartered in Brussels, Belgium.
In parliament, he has been vocal on matters of education, especially high school fees in which he filed a petition, road infrastructure, health, agriculture, livelihood projects calling for more budgetary allocations and accountability.
In Lango, he is currently the secretary general of Lango Parliamentary Group and chairperson of the health committee under the Lango cultural institution.
He has been at the forefront of championing the construction of the Akii Bua Olympic Stadium, Lira-Kamdini road, Corner Ayer-Corner Aboke-Iceme Bobi road, cattle compensation, improvements in health services including establishment of more general hospitals.
In Kole North, he has championed several road improvement initiatives having served as the chairperson of the district roads committee, pushed for electricity extension to various areas, lobbied for new health centres, construction of maternity wards and pioneered agricultural crop insurance.
He is one of the few MPs who annually publishes reports on his achievements. In total, shs15 billion worth of investments in Kole North over the past 4 years has been attributed to his lobbying prowess.
Prior to joining parliament he worked as an Executive Director and the Company Pharmacist at Quality Chemical Industries now known as CiplaQ, a local manufacturing firm for HIV/AIDs drugs.
Alebtong
Denis Hamson Obua | The government chief whip
Denis Hamson Obua is a Ugandan politician serving as the Government Chief Whip in the Parliament of Uganda since July 2022. A member of the National Resistance Movement (NRM), he represents Ajuri County in Alebtong district and previously served as the Minister of State for Sports from 2019 to 2022.
Obua’s distinguished career includes appointments as Commissioner of Parliament and Chairperson of the Science & Technology Committee.
In 2010, he was ranked as the best-performing Member of Parliament, having previously served as Youth MP for Northern Uganda.
Although he faced challenges in the 2026 general election, Obua remains a respected figure loved for his commitment to unity, peace, and togetherness across the region.
Oyam district
Betty Amongi Akena | Minister championing gender equality and social justice
Betty Amongi is a seasoned Ugandan politician and advocate for human rights currently serving as the Minister of Gender, Labour and Social Development (since June 9, 2021).
She is also the Member of Parliament for Oyam South Constituency, with over 20 years in public service focusing on women’s empowerment, inclusive governance, and regional development.
Amongi previously served as Minister for Kampala Capital City (2019-2021) and Minister of Lands, Housing and Urban Development (2016-2019). She gained prominence during the Juba Peace Talks process, has promoted women in Parliament, and led peace initiatives in Northern Uganda.
Her current portfolio includes leading initiatives on labour equity, social protection, and women’s economic empowerment through the GROW project.
Santa Sandra Alum Ogwang | The UPC whip
Santa Sandra Alum Ogwang serves as the Woman Member of Parliament for Oyam District. Born on December 2, 1972, she is a social scientist and educator representing the Uganda People’s Congress (UPC).
She serves as the UPC party whip in Parliament and is a member of committees on Business and Agriculture.
Known for her dedicated work in community development, Alum Ogwang has championed health initiatives, infrastructure improvements, and programs supporting women’s groups throughout Oyam district.
Her consistent advocacy for her constituents makes her a respected voice in the 11th Parliament and beyond.
Otuke
Paul Omara | The banking executive-turned lawmaker
Paul Omara represents Otuke County, having been elected in 2021 as an independent before joining the ruling National Resistance Movement (NRM) party.
He successfully won the NRM primaries for the 2026 election, securing another five-year term from 2026-2031.
Paul Omara is also a former Board member of Housing Finance Bank for 5 years, Currently the Chairman of Audit and Risk Committee at ICEA Lions Company and Chairman Board of Governors Agwata SS.
In Parliament is a member of the Budget and Finance committees and Presidential Advisory Committees on Budget ( PACOB).
Paul Omara, the international banker and outspoken Economist has shaped public debate on the state of our Economy on National Television and in parliament.
An entrepreneur and former banking director, Omara has served in the banking sector for the last 26 years. He served at Bank of Uganda, Bank of Baroda and standard bank group where he worked in Uganda, South Africa, Malawi and Tanzania transforming businesses in multicultural and multiracial societies. He has vast knowledge of the economies, the people and the politics of the eastern and southern African states..
Lira district
Linda Agnes Auma | A leader in her own right
Linda Agnes Auma is a Ugandan politician, legislator, and the current Woman Member of Parliament for Lira District in the 11th Parliament of Uganda (2021-2026), having entered office on an independent ticket.
She also serves as the Lira District National Resistance Movement (NRM) party Chairperson as of August 2025.
Auma she is currently Chairperson Agriculture, Animal Husbandry and Fisheries
Chairperson value Addition under PACOB, Presidential Advisory on Budgeting, double has publicity Uganda Women parliamentary Associations (UWOPA) and finally she is also working as the vice Chairperson National Women Council under Ministry of Gender Labor and Social Development.
As the daughter of the late Chief of Staff Major General David Oyite Ojok, Auma received educational support from President Museveni. She holds a degree in Business Administration and previously served as Amuru Resident District Commissioner (RDC).
She is actively involved in agricultural and women’s parliamentary committees and was elected as the NRM chairperson for Lira District in 2025, positioning her as a rising star for the 2026-2031 term.
These leaders represent the diverse talent, experience, and dedication that the Lango sub-region contributes to Uganda’s national development agenda.
From health and finance to sports and gender equality, their collective influence will undoubtedly shape the trajectory of both Lango and the nation in the years ahead.
Sam Engola | A leader with deep grassroots
From the Otikokin clan, Sam Engola currently serves as the Kin Clan Head and the duly elected Member of Parliament for Erute South under the NRM party ticket.
His grassroots support stems from years of empowering churches, boda-boda riders, women’s groups, and youth initiatives throughout his constituency. Widely regarded as a man of integrity, he is deeply honoured by the people of Lango.
A veteran politician associated with the NRM party, Engola previously served as the State Minister for Housing in the Ugandan Cabinet, having been appointed to that position on May 27, 2011.
He retained the portfolio in subsequent reshuffles and continued as State Minister of Housing and Urban Development during the 2021-2026 term. His consistent service and peace-loving nature position him as a key figure for 2026-2031.
