Lamwo district cancels teacher transfers following staff and parent complaints

Lamwo district has reversed the recent transfers of head teachers, deputy head teachers, and classroom teachers after complaints from staff and parents.

The decision, outlined in DEC Minute 04/02/2026, was communicated through a letter from the Chief Administrative Officer (CAO), Chuna Moses Kapolon, and takes effect immediately.

He further revealed that the move aims to maintain stability in school leadership and safeguard uninterrupted learning across the district.

The CAO explained that the reversal was prompted by numerous grievances from teachers and school leaders who had been posted to new duty stations.

He warned that failing to address these concerns could disrupt education service delivery across the district.

“In compliance with the Local Government Act, Cap 138, Section 17(e), management has resolved to rescind the recent transfers,” the letter reads.

All affected staff have been instructed to return to their former schools immediately. Copies of the directive were sent to the Resident District Commissioner (RDC), DEC members, the District Education Officer (DEO), the District Inspector of Schools (DIS), and all head teachers in Lamwo.

District Education Officer, Banabas Langoya, confirmed receipt of the directive and assured stakeholders of swift implementation.

“We are working to ensure that all affected teachers return to their previous stations as directed and stability in school leadership is essential for effective planning and academic performance,” Langoya said.

One head teacher welcomed the decision, describing the earlier transfers as abrupt and disruptive citing that the postings interfered with ongoing term plans and parent engagement activities.

In Padibe Town Council, Hellen Acen noted that sudden leadership changes can affect discipline and learning outcomes and also expressed relief.

“Whenever a head teacher is transferred abruptly, it takes time for a new administrator to understand the school’s challenges and that transition can slow progress,” she said.

While the rescission provides immediate relief, education stakeholders urge the district to develop clear guidelines for future transfers.

A retired education officer advised that transfers should balance staffing needs with proper consultation to avoid tension.

District officials emphasized that the decision aims to maintain order and ensure uninterrupted learning, while acknowledging the challenges of staffing rural schools.

Erwondo Peter Fred, Lamwo District Secretary for Education, Health and Community-Based Services, highlighted that leadership stability remains critical for implementing government education programs.

As teachers return to their former stations, the district plans to monitor compliance and make further administrative adjustments where necessary, with the hope that future staffing decisions will involve broader consultation and careful planning.
