Museveni and Byakagaba commend joint security efforts

Ugandan President Gen. Yoweri Kaguta Museveni has praised the Kiira region’s strong joint security measures, coordination, and communication between security agencies and civilians.

His remarks emphasized the effectiveness of these efforts to maintain peace and stability, particularly during major events such as the international nyege nyege festival and the Presidential PDM performance assessment tour.

At the 28th Police Council Meeting, President Museveni praised the police for their dedication to effective policing and emphasized his administration’s commitment to improving officers’ well-being.

He mentioned recent improvements, such as salary increases and the construction of housing units for officers in Jinja.

Inspector General of Police (IGP) Abbas Byakagaba echoed the President’s sentiments, praising the police’s professionalism in handling major events.

The IGP emphasized the success of sub-county policing in crime prevention, pointing out that Kiira has been designated as the model region for its implementation.

During a security meeting at Civil Service College Jinja on Tuesday, February 11, Regional Police Commander (RPC) SSP Charles Nsaba relayed the President’s and IGP’s messages to officers.

The meeting, which included department heads, District Police Commanders (DPCs), and specialized units, emphasized the importance of maintaining a commitment to community-oriented policing.

Meanwhile, the Regional Alert Squad, led by Deputy RPC SSP David Katunda, will soon go on an operational tour to evaluate the Sub-County Policing Model (SCPM) and address community policing concerns.

As Uganda moves toward a more secure and people-centered policing approach, security agencies in the Kiira Region remain committed to maintaining professionalism, integrity, and community trust.

The following were highlighted.

Enhancing police welfare: The President reaffirmed his commitment to supporting police families by providing better housing, improving access to healthcare and education, and promoting financial security through the Police Exodus SACCO.

New uniforms and equipment: Officers will soon receive newly approved uniforms to enhance their professional image, ensuring they are better equipped for duty in all weather conditions.

Crime-fighting technology: Investments in CCTV cameras, police dogs, and digital number plates will strengthen investigations and enhance security operations.

Decentralized training: The IGP urged Regional Police Commanders (RPCs) to prioritize training as a command function, ensuring officers remain skilled and prepared for evolving security challenges.

Discipline and integrity: Officers were warned against corruption, misuse of power, and involvement in land disputes. RCC Jinja City, Richard Gulume, advised officers to remain apolitical and respect the people they serve.
