Anti-graft Unit arrests Atwoti for extorting vulnerable PDM beneficiaries

Jinja, June 30, 2023: State House Anti-graft Unit together with the Police on Friday, June 30, arrested Nakayima Stella Atwoti.

Atwoti is the Secretary of Buwekula Parish Development Model (PDM) SACCO in Jinja City.

The SACCO is for the old and vulnerable beneficiaries who tipped the State House and Police that Atwoti was extorting money from them.

“Ms. Nakayima would deduct shs.100,000 from each beneficiary’s shs.1m claiming to be taking it to the Parish Chief,” Anti-graft Unit said on Friday.

The head of the State House Anti-Corruption Unit, Brig. Gen. Isoke Henry said over 480 people have already been arrested. He disclosed the figures while addressing NRM MPs in Kyankwanzi in early June.

Gen Isoke told the MPs, including President Museveni that out of those arrested, over 261 are civil servants, and over 200 are civilians. By that time, he said 79 were already convicted.

In the financial year 2022/23, Parliament appropriated shs1.42 trillion for PDM, out of which shs1.059 trillion was appropriated for the revolving fund.

The model, expected to lift the living conditions of 39 per cent of Ugandans from poverty to a money economy, has been flooded with irregularities.

According to a recent Auditor General report that was debated by Parliament in April this year, 3,200 ghost SACCOS across the country shared shs30b.

Furthermore, a total of 1,502 registered SACCOS in 70 district local governments never get funds while some received less than shs2million, less than shs17million initially approved.
