Soroti district council decides on the controversial Achuna HCIII saga

Soroti—10, September 2021: Soroti district local government council that sat on Thursday resolved to adopt the Tubur sub-county resolutions and changed the proposed site for construction of Achuna Health Center III from Achuna to Aparisa parish.
The council chaired by the speaker Stephen Olebe went against the earlier approved decision to construct the contested health facility in Achuna village Tubur sub-county.
The earlier decision was arrived at after the creation of the new administrative unit, Tubur Town council now a host to the existing health center III leaving Tubur sub-county without a government health facility.
Soroti district local government approved UGX465 million for the construction of Achuna health III.
They earmarked the health facility to settle on a 7 acre piece of land in Achuna village, Achuna parish in Tubur sub-county.
The Soroti district surveyor demarcated the piece of land in the presence of community members, Resident District Commissioner, sub-county authorities and political leaders.
Nearly two weeks after a successful demarcation, Tubur sub-county council sat for an emergency council to change the site, and successfully made resolutions with the site changed to Alongo in Aparisa parish.
The council’s move angered locals, prompting them to petition its decisions to relocate the health centre.
Shortly, local council one chairpersons (LC1s) also gave the district an ultimatum of one week to resolve the saga or else they would return official stamps to the office of the Chief Administrative Officer (CAO).

Abraham Ekwaru, the communications officer Soroti district, says the council arrived at the decision because Aparisa, where the facility has been relocated, has a government undisputed land.
He reveals that the money has been released and the bidding process to get the contractor is ongoing.
Bob Owiny, the district councilor for Tubur sub-county, says regardless of the struggle, his efforts to have the health centre kept in Achuna were overpowered.
