Patriotic League of Uganda (PLU) deputy leader Andrew Mwenda has reportedly revealed plans to challenge the political influence of Internal Affairs Minister Gen Kahinda Otafiire, with former minister Dr Elioda Tumwesigye emerging as one of the figures the group could promote in the Greater Bushenyi region. The claims were reported by Mulengera News on October 13, 2026, following Mwenda’s appearance on lawyer Telly Kahuma’s podcast.
According to Mwenda, the disagreement between Otafiire and Gen Muhoozi Kainerugaba dates back to a meeting convened by Gen Salim Saleh at Kapeeka in Nakaseke District. The meeting was reportedly organised at President Yoweri Museveni’s request to ease tensions between the two senior figures after their public exchanges. Mwenda said he attended alongside Muhoozi and Saleh, while Otafiire arrived later.
Mwenda claimed that the meeting became tense when Otafiire defended his position and dismissed the idea that he had a personal problem with Muhoozi, whom he considered much younger than himself. According to Mwenda’s account, the discussion failed to resolve their differences, and relations between the parties have remained strained.
The journalist further alleged that PLU now intends to challenge Otafiire’s political standing in his home region and reduce his influence within the ruling establishment. He argued that the veteran minister’s political strength should not be taken for granted, pointing to the 2016 Ruhinda parliamentary contest in which Otafiire faced independent candidate Capt Donozio Kahonda. Mwenda suggested that the PLU could support alternative political figures to compete against him.
Among the people he mentioned was Dr Elioda Tumwesigye, a medical doctor and former minister who represents Sheema Municipality in Parliament. Mwenda described Tumwesigye as a potential figure to promote in the Greater Bushenyi region, citing his medical background and contribution to HIV/AIDS-related work. He also referred to Deputy Speaker Thomas Tayebwa as another influential political figure in the area.
Mwenda went further, claiming that PLU could push for Otafiire’s removal from Cabinet and have Tumwesigye considered for the ministerial position. He suggested that the group could also challenge Otafiire’s parliamentary seat before the end of the current term. However, these remarks represent Mwenda’s claims about the group’s intentions; no official government announcement confirming a Cabinet reshuffle or Tumwesigye’s appointment was provided in the report.
The dispute also includes serious allegations concerning land and the exercise of state power. Mwenda accused Otafiire of involvement in a contested Munyonyo land matter involving businessman Hamdan Khan, claiming that Khan was arrested after a disagreement over ownership.

Mwenda said he intervened to help Khan secure his release. These allegations have not been independently established in the material provided, and Otafiire’s response to the specific claims was not included. The reported confrontation highlights tensions among influential figures within Uganda’s political establishment, particularly over Muhoozi’s growing political profile and the position of senior figures who have worked with Museveni for decades. For now, Tumwesigye’s name has entered the discussion as a possible beneficiary of the alleged PLU strategy, but whether Otafiire will lose his Cabinet position or face a serious political challenge remains to be seen.
