Construction of Padibe East Seed Secondary School in Lamwo district is nearing completion, with district leaders confirming that the government has released shs600 million to complete the remaining works ahead of the school’s full occupation in the third school term.
The project, which is now estimated to be about 90 per cent complete, is in its final phase, with contractors undertaking finishing works such as painting, installation of fittings and correction of minor defects before handing over the facility.
The progress was confirmed during an inspection visit by Lamwo RDC William Komakech and District Chairperson Oyet Sisto Ocen, who assessed the status of the construction and urged the contractor to complete the outstanding works within the agreed timeframe.
Speaking during the inspection, the district chairperson of Lamwo said the district had already received the funds required to complete the project, assuring residents that the school would soon be ready to accommodate learners.
“The government has released shs600 million to complete the remaining works, and the money is already in the district account. Our priority is to ensure the project is completed on schedule so that students can begin studying in a fully functional learning environment,” Oyet said.
He noted that expanding access to secondary education remains one of the district’s priorities, especially in rural communities where many learners travel long distances to attend school.
According to the district leadership, the completion of Padibe East Seed Secondary School is expected to ease pressure on existing secondary schools while improving enrolment, retention and transition from primary to secondary education.
RDC Komakech emphasised the importance of quality workmanship, directing the contractor to complete all outstanding works and address any defects before the school is officially occupied.
“We want every section of the school completed to the required standard before learners begin using the facilities. Quality must not be compromised because this investment is intended to serve the community for many years,” Komakech said.
He added that the government would continue monitoring the project to ensure value for public funds and compliance with construction standards.
The school’s head teacher, said preparations were underway to relocate learners to the new premises once construction is completed and the necessary furniture is supplied.
“We are looking forward to beginning teaching and learning from the new facilities in the third term. We also expect furniture and other essential learning equipment to be delivered before the students report,” the head teacher said.
Padibe East Seed Secondary School, located at Ogako Lacan village in Padibe East sub-county in Lamwo district, began operating in the third term of 2025 using temporary facilities at Ogakolacan Primary school with an initial enrolment of about 50 students.
Komakeech Franko Willy, the School headteacher says enrolment has since doubled to more than 100 learners, reflecting growing demand for accessible secondary education in the area.
Komakech believes that the availability of permanent classrooms and improved infrastructure will further increase enrolment by attracting learners who previously travelled long distances or dropped out because of limited access to nearby schools.
The new school is expected to benefit learners from Padibe East sub-county and neighbouring communities by reducing travel distances, lowering education costs for families and creating a safer learning environment for students, particularly girls.
The project also aligns with the government’s policy of establishing at least one seed secondary school in every sub-county to improve equitable access to secondary education across Uganda.
Local leaders say the school will not only improve education outcomes but also contribute to the social and economic development of the area by increasing literacy levels and creating employment opportunities for teaching and non-teaching staff.
The Government of Uganda introduced the Seed Secondary School Programme to expand access to secondary education in sub-counties that previously lacked government-aided secondary schools.
The initiative supports the implementation of Universal Secondary Education (USE) by bringing affordable education closer to rural communities.
Lamwo district has continued to prioritise investment in education infrastructure to improve enrolment, retention and academic performance.
Once fully completed and equipped, Padibe East Seed Secondary School is expected to become a key education institution serving learners from Padibe East and surrounding areas, helping reduce congestion in existing schools while improving access to quality secondary education.
