Hoima court remands two health officers over drug theft

The Chief Magistrates’ Court in Hoima, on April 1, remanded two medical officers on charges of theft of government drugs at Kapapi Health Centre III, Kapapi Sub-county, Hoima District. 

The two officers who were remanded to Kiryateete government prison are identified as Rostiko Akugizibwe, 32. He is a resident of Rukooge cell, Hoima City West Division.

Rostiko was in charge at Kapapi Health Centre III. Remanded with him was Stella Kabasindi, 41; a resident of Bucunga cell in Hoima City East Division. She is a medical records assistant at Kapapi Health Centre III.

The prosecution alleged that Akugizbwe, while serving as the person in charge of Kapapi Health Centre III on October 27, 2025, sold 72 pieces of implants valued at Shs 2,120,000.

Akugizibwe was also charged with neglect of his supervisory duty which led to theft of drugs at the facility.

Kabasindi was charged with two counts of theft of 136 pieces of implants valued at shs4,523,000 between August 2025 and March 2026, and neglect of duty where she allegedly did not enter correct medical records which caused loss of drugs.

However, both the accused denied the charges and requested the court to grant them bail.

Chief Magistrate George Kunihira noted that the court could not hear their bail application, citing the absence of the state attorney.

Kunihira remanded the duo to Kiryateete government prison until April 7, 2026, when the court will hear their bail applications.

On Thursday last week, the Albertine region police PRO Julius Allan Hakiza confirmed the arrest of five people in connection with the theft of drugs at Kapapi Health Centre III.

However, on April 1, only two accused persons’ names were read by the clerk to the court while others are still at large.
