Parliament directs on Makerere University DVC job

Speaker of Parliament Anita Among has asked the Ministry of Education and Sports to explain why Makerere University has gone eight years without a substantive Deputy Vice Chancellor in charge of Finance.

Eddie Kwizera, MP for Bukimbiri County, had asked Prime Minister Robinah Nabbanja to explain the staffing shortages at Makerere University.

Following Kwizera’s concern, the Speaker announced that Makerere University Business School is also operating without a Deputy Principal.

“This Parliament appropriates money for all positions to be filled at Makerere University,” Kwizera said.

“But for 8 years now, they have not had a substantive Vice Chancellor for Finance and worse still, the Chief Registrar now doubling as Deputy Vice Chancellor for Academics,” he added.

MP Kwizera asked the Ministry of Education to “tell us why they have not had a substantive Deputy Vice Chancellor in eight years.”

Makerere University’s revised (approved) budget for fiscal year 2023-24 under Vote 301 was shs 372.186 billion. This included shs 208.970 billion for wages.

Shs 139.843 billion, plus a supplementary of shs 10.2 billion, to cover scholarships and related costs, educational materials, research, and innovation.

However, the University reported receiving only shs 186.904 billion of the total approved budget that fiscal year.

Wages accounted for 104.485 billion of the total, non-wage expenses for 73.733 billion, and development expenses for 7.686 billion.

The release indicated that 47.5% of the approved budget was pending.
