Alebtong district has 3,999 candidates registered for the Primary Leaving Examination (PLE).
The Uganda National Examination Board has confirmed a 6.6% increase in the number of candidates who will take the PLE in 2024, with 798,763 compared to 749,371 in 2023.
On Monday, October 21, 2024, Leo Elem, an educationist working in Lira City’s top school, addressed head teachers, teachers, and other stakeholders at the Alebtong district headquarters, where he distributed numerous preparatory PLE examinations materials to the district.
“I have decided to provide these examinations for three reasons: In 1998, I took an exam provided by the former Moroto Member of Parliament, Mr. Etuku Oyok, which greatly benefited me. I aim to leverage my position as principal of St. Gracious School to improve the lives of underprivileged candidates who cannot afford to take multiple exams.”
He went on to explain that the second reason is to adequately prepare candidates, which will help them avoid examination anxiety during the main exams.
Elem observed that many rural schools do not use high-quality exam preparation materials, which causes students to be fearful of final exams due to a lack of exposure to well-structured assessments.
He declared at a press conference that he would run for the UPC party’s seat as the Moroto County MP in the 2026 elections.

Ocen George, the headteacher of Telela Primary School, thanked Elem for his generous contributions to the district’s educational development, describing them as a significant advancement.
Odwee Julius Peter, Chairperson of the Alebtong District Head Teachers’ Association and Head Teacher of Alanyi Primary School in Ajuri County, thanked Elem Leo for his outstanding contributions to the advancement of the younger generation.
He encouraged fellow headteachers to recognize and appreciate Leo’s efforts. He emphasized that the resources provided will help them meet their goal of achieving excellent academic results this year.
Pius Victor Okabo, the Alebtong District Inspector of Schools, stated that the district has 76 government-aided schools and three private institutions.
He believes that candidates for the 2024 Primary Leaving Examinations (PLE) will benefit from the Pre-PLE exams provided by St. Gracious School principal Elem.
He urged head teachers to closely monitor all registered candidates to ensure their participation in the final examinations.
