“Besides 86% poll success,” Oyam NRM officials accuse DEC boss Onyik of misusing shs400m

Speaking to journalists on Wednesday, February 18, 2026, at his office in Lira City, the Oyam district NRM chairperson and head of the district task force for the 2026 general elections, Bosco Onyik Ogwal, thanked his colleagues at the district, sub-county, and village levels for their hard work.

He lauded their dedication in mobilising the electorate to vote for President Yoweri Museveni and all NRM flag bearers, despite the loss of some parliamentary seats.

Onyik further explained that Oyam district received a total of over shs1.6 billion for party activities, further noting that the funds, which came with specific guidelines, were primarily intended for mobilisation efforts.

The efforts, Onyik said, were instrumental in securing 87,940 votes for President Yoweri Kaguta Museveni, representing 85.93% of the votes in the district.

The chairperson and head of the District Executive Committee (DEC) of NRM accused some NRM sub-county chairpersons of being used by the opposition to undermine the party.

He attributed the loss of the party’s two parliamentary candidates—for Oyam North and the District Woman Representative—to internal divisions within the party.

Onyik accused Francis Oyuku of Abok sub-county, Jimmy Otim of Minakulu Town Council, and Jimmy Otyek of Acaba of being responsible for this infighting.

On the disbursement of funds, he clarified that all intended beneficiaries received their facilitation.

He stated that he is awaiting accountability reports from his sub-county NRM chairpersons, emphasising that the funds were distributed based on the number of villages per sub-county.

For instance, he noted that Aleka sub-county received over shs29 million, while Iceme sub-county received shs41 million.

The NRM chairperson for Minakulu Town Council, Jimmy Otim, alleged that Bosco Onyik, along with other district officials—including General Secretary Douglas Muno, Administrator Bismark Olang, and Treasurer Brown Odongo—misappropriated over shs400 million that was released on February 13, 2026.

Otim claimed that out of this amount, shs97.8 million was given to the Office of the National Chairman (ONC), but the remaining funds were never distributed to the intended beneficiaries.

Similarly, Francis Oyuku, the NRM chairperson of Abok sub-county, denied that his actions led to the failure of the party’s parliamentary candidates.

He asserted that the party’s development in Oyam is being hindered by just four individuals – with Onyik in the lead.

Oyuku added that they would seek permission from the North Kyoga Regional Police Headquarters to demonstrate against what he described “as a high level of corruption in Oyam.”

Meanwhile, the Minakulu town council NRM chairperson, Otim, while appearing on Voice of Lango FM this week, accused Onyik of “rushing to clean his name” by calling for a meeting in Lira City.

At this meeting, he stated that the DEC boss paid some NRM sub-county chairpersons shs500,000 each to keep quiet on the misused over shs400m.
