Why Pader District LCV Chairman Defied State House Summon

After he was summoned for grilling at State House Nakasero, Kampala for inciting violence, the Pader district LC5 Chairperson Godfrey Oringa Largo defied it, with reasons.

The State House summon emerged after one Geoffrey Rwabushaija, a member of Balaaloo herdsmen accused the district Chairperson of inciting violence against him.

A letter dated May 16, 2018 written by Aidah Tegeki, the Principle Private Secretary to the President invited Largo to Sate House on May 30 alongside Tebeyo Village LC1 Chairperson to provide more information on the accusation.

“His Excellency the President has received a petition from Rwabushaija Geoffrey alleging that you incited a group of people to throw him out of the ranch which act resulted into the loss of ninety (90) herds of cattle,” the State House letter reads.

“The purpose of this letter is to invite you to our offices at Okello House, Lower Annex Nakasero at 2:00pm on 30 May, 2018 together with the Chairperson L.C.1 – Tebeyo village to provide more information on the above allegation,” The letter further read in part.

In his reply to the letter dated 30 May, Largo snubbed the summon, writing: “I regret to inform you that I will not go to State House over the issue because it would be undermining the rule of law and separation of state institution as enshrined in the Constitution.”

Largo said that the State House letter talks of an individual who has access to the President which he says has interference in the rule of law and undermining the authority of other government structure.

“I therefore find this unacceptable method of work and indeed demand on behalf of my office and the people of Pader guidance over your letter,” Largo stated in his letter.

Senior Presidential Press Secretary Don Wanyama could not confirm nor deny the matter, asking for time to consult first before he could respond.


Largo
Largo has been critical of the controversial ownership of contested Aswa Ranch located in Angagura Sub-County by National Animal Genetic Resources Centre (NAGRIC) and has often questioned the influx of Balaalo herdsmen in the area.

By and large, leaders in Acholi Sub-region are accusing NAGRIC and they further allege that the ‘State backed Balaalo herdsmen’ have been acting with impunity and destabilization the rights of land owners in Northern Uganda
