Policeman rapes suspect in custody and runs away 

Police findings indicate that the accused officer purportedly sexually assaulted a 20-year-old female suspect on three occasions between the nights of February 7 and 8, 2024.

The territorial Police command in Kiira region has intensified efforts to arrest PC Salim Mugoya attached to Namaganga Police station, Kakira. 

Police findings indicate that the accused officer purportedly sexually assaulted a 20-year-old female suspect on three occasions between the nights of February 7 and 8, 2024.

Reports have also revealed that the victim’s husband reported a case of child desertion at Namaganga Police post on February 7.cyber event

SP James Mubi, Kiira Regional Police PRO, confirmed the incident, noting that the couple have been accusing and counter-accusing each other on issues related to failing to provide basic necessities.

“It is against this background that the suspect (now the victim) went to seek refuge at her grandmother’s home within Busede sub-county, Jinja district but she went with her two-year-old child,” Mubi said.

“At a later time, the woman went back and abandoned the child with his father, which eventually prompted the father to rush to Namaganga Police post to report the case of child desertion.

SP Mubi added, “PC Salim Mugoya immediately swung into action and arrested the suspect on February 7, charged and detained her. However, on February 8, her family members came to the Police to resolve the matter amicably with all the concerned parties being brought on. Efforts yielded positive results, and the suspect was released on Police bond.”

“On February 9, the accused’s husband reported a case of rape at Busede Police station and stated that when her wife was released on Police bond following the unanimous resolution on February 8 by family members for the parties to reconcile, the woman denied him conjugal rights stating that she’s feeling a lot of pain and discomfort after PC Mugoya who arrested and detained her, raped her on three occasions,” SP Mubi added.

Now, PC Mugoya is facing disciplinary charge of scandalous behaviour and a criminal charge of rape upon conviction. Hee also faces dismissal from service.

“As Police, we regret the ugly incident and encourage all other serving officers to desist from all tendencies of abuse of office most importantly sexual violence against girls, women and female suspects,” Mubi emphasized.

He further says all female suspects should be handled by female cell guards at all gazetted places of detention while matters of family and child-related incidents should be handled slowly with a lot of knowledge, wisdom, understanding and insights.

The PRO urged parents and guardians to at all times love and treasure their children and provide all the basic needs to their children without any compromise because children are blessings from God.
