Uganda Prisons bars staff from media as claims of sexual harassment, rape cases deepen

Gulu – July 6, 2022: Uganda Prisons Service (UPS) has issued a tough memo to its staff [officers] in a move expected to conceal some of the wrongdoings.

 In the same memo to all O/Cs, all DPCs, and all regional prisoners [REG PRS], the acting director of Correctional Services (CS), on behalf of the Commissioner-General of Prisons [CGP], directed that no officer is authorized to communicate to the print and electronic media without the authorization of the CGP.

“Additionally, no photos, videos, or social media info should be taken/released to any person without the above authority. Serious disciplinary action will be taken against any officer who violates this directive.”

“Please acknowledge receipt and comply accordingly,” CS demanded.

The above directive, sources inside one of the upcountry prisons said was made following a series of rape allegations against senior prisons’ bosses.

One source said, “Inside, some female staff finds themselves being sexually harassed by top [prisons]bosses and the big man is informed”.

 A tale is said of one female staff who around 2015 was reportedly raped by one of the commissioners inside his office.

This source tells us that “there are some big ladies in the service who claim that they have gold and can compete steadily with the young girls but then the young girls [officers] are not up to that because one of these days they are so hard working and have got papers”.

“Why is it so common that for one to succeed in most public offices there has to be “mpa nkuwe”…. something for something?”

This newspaper understands that officers in charge “do the same for better deployment like special duties”.

On Wednesday, July 7, 2022, TND News’ attempts to reach prisons’ PRO Frank Baine for comment were futile. This is a developing story.
