Pader gave all her LC3 chairpersons terms and conditions before receiving new rides

Pader, 25 April 2022: “Key terms and conditions” are now available from Pader district regarding the transportation of the sub-county (LC3) chairpersons.
Weeks ago, the local government gave new rides (motorcycles) to all the LC3 chairpersons to facilitate their official work: “monitor government projects in the communities for a guaranteed service delivery.”
While “no terms and conditions were expected” from the local government ministry before the rides would be given, the Pader district local government “created their own”.
Some of the chairpersons spoke out exclusively about some conditions attached as prerequisites for them to receive the new bikes.
They were responding to the earlier letter written by the Chief Administrative Officer (CAO) of Pader, Alex Chelimo.
The letter dated April 14, 2022, was copied to the District Chairperson, Resident District Commissioner, District Internal Security Officer and all Town Clerks /Senior Assistant Secretaries informing their offices about the district’s plan to distribute motorcycles (on Thursday 14th).
The same letter was also informing Chairpersons LC3 to return their old motorcycles in running condition to the district store.
The Chairpersons were also urged to produce a valid riding permit before Thursday, April 21, 2022.
Tito Brillan Okello, Chairman LC3 of Pajule Town Council said he was not willing to give back any bikes to the district because, according to him, it’s not the same case with other districts in Uganda.
Tito added that according to his wisdom, the old motorcycles should be given to sub-county chiefs and some community development officers who are lacking bikes to help them when on duty.
Johnson Okot, Chairman LC3 Acholi-Bur Sub County said: “The motorcycles that they are having do not belong to Pader district local government because sub-counties used the money from development discretionary equalization Grant [DDEG].”
Charles Kaina Okello, Chairman of Pader Sub County expressed his unwillingness to return the motorcycle to the district saying.
Earlier, Alex Chelimo, CAO of Pader when responding to the contrary views by the chairpersons said he would not change his position as written in the letter.
Pader LC5 Chairperson Fearless Obwoya noted that it’s very important for all Chairpersons to have riding permits, adding that it will reduce road crashes.
