The speaker of the 11th Parliament, Jacob Oulanyah died on Sunday, March 20, 2022, in the United States of America, more than one month after he was flown for ‘ a special treatment’.
Kampala – March 24, 2022: Since his shock death, Ugandans continue to convey their heartfelt condolences to a man who was known by many as “jolly, astute, and a good listener,” among many praises.
On Wednesday, Isaac H. Ojok Anok became one of the many Ugandans who eulogized the late Speaker at Parliament.
Ojok, who is seeking an endorsement from his party, the Uganda Peoples Congress (UPC) to become the country’s representative (MP) at the East African Legislative Assembly (EALA) in Arusha, Tanzania, said Jacob Oulanyah “was an impartial speaker.”
“He understood parliamentary rules and procedures, balanced in decision with an eye to details and facts backed by research and applied studies,” Anok told TND News on Thursday.

On the current race for the speaker that has seen the NRM’s top decision-making organ, Central Executive Committee (CEC) endorsing Annet Anita Among ahead of Friday’s election, Anok said, “It’s a constitutional matter that must take place.”
Two, he said the winner for the slot will be “determined by the party with a majority membership in the August House”.
Anok continued that the fallen [former] speaker had set a good political precedent that everyone should practice for fairness, democracy, and development to happen.
According to reports from the government, the body of the Omoro County MP, also the NRM national vice chairman for Northern Uganda, Oulanyah will arrive in the country on Sunday.
