The DPC Oyam was placed under investigation from Friday.
Oyam, March 21, 2022: The District Police Commander (DPC) of Oyam continues to be investigated along with his staff after the death of a civilian and the torture of at least three people, last week.
ASP Innocent Kubungire is accused of not taking full control of the situation and refusing to condemn the torture of suspects in police custody.
The DPC allegedly sided with his officers who tortured Ayo Denis to death in Iceme, almost three weeks ago.
The deceased was accused of stealing a Police gun and was allegedly tortured before he was taken to the health facility lifeless.
On Friday last week, AIGP Asan Kasingye, Chief Political Commissar of the Police met families of the deceased.
That meeting was also attended by security chiefs and political leaders and would later resolve as:
1 Police will meet the burial expenses of Ayo Denis.
2 North Kyoga Regional Command should avail names of officers from flying squared Lira who went land tortured suspects in Oyam central police station.
3 About “kwor” being demanded by the clan, the AIGP will go and table it before his boss, IGP Okoth M. Ochola and ensure it is paid.
4 Those officers who tortured suspects will be arrested and tried in court.
5 Spokesperson of North Kyoga, ASP Patrick Okema should go back to the airwaves and ensure he withdraws a statement he made that Ayo Denis was a known criminal and was killed by the mob.
6 DPC Oyam shall be placed under investigation from today (Friday).
ASP Patrick Okema could not be reached for comment on how far the investigation has reached.
“The investigation is ongoing as directed by the AIGP and the findings will be released,” a senior police officer told this digital newspaper at the weekend.
“The DPC (Oyam) is working with the investigators and the population of the territorial command will trust the outcomes of the investigation,” he added.
