Kampala – 19, May 2021: More than 300 MPs elect have taken oath since Monday when the exercise commenced. By 5pm on Tuesday, 265 had been sworn in into the 11th Parliament.
The four-day exercise ends Thursday, May 20, 2021 where more than 100 MPs are expected to be sworn in. Of the remaining MPs, more than 12 are representing different constituencies in Lango subregion.
There are a total of 529 MPs in the 11th Parliament.
The MPs face yet another task on Monday 24, May 2021 when they will elect a new speaker and deputy speaker of Parliament.
The speakership race has attracted interests from the former speaker and deputy speaker; Rebecca Alitwala Kadaga and Jacob Oulanya (both from NRM), Ibrahim Ssemujju Nganda (FDC), among others.
Heading into this election, the ruling party, NRM seems divided on who to choose between Kadaga and Oulanyah. Both MPs (aspirants) have great support of their party, including some opposition legislators.
Sources say Oulanyah, who’s also the NRM national vice chairman for northern Uganda is frustrated with his own party for refusing to give him a chance by endorsement.
“He’s again feeling betrayed as far as ‘2016 agreement’ in which he was promised to comfortably take over from Kadaga,” a source told this publication last week.
Oulanyah served as the deputy speaker for ten years. In his latter term (2016/2021), he chaired parliament sessions for less than three times, raising concerns from some legislators.
On Wednesday, Oulanyah, who’s also the Omoro County MP, handed over the deputy speaker’s office. He had this to say:
“Just handed over gov’t things that I got by virtue of the Office of the DSP. Today is my last day as an MP per article 77:3 of the constitution and per article 82:7(d), I cease being DSP.”
