Bushenyi – 15 November 2020: The saga surrounding Bushenyi-Ishaka municipality is not yet over after Mr. Manfred Muhumuza who floored them in the Court of Law wants the municipality to vacate Ishaka taxi park by December 2020.
Mr. Muhumuza who defeated Bushenyi Ishaka municipality three times in the Magistrate’s Court, High Court and Court of Appeal, is now demanding money amounting to Uganda shs 2.3 billion in compensation and damages.
He said the Bushenyi-Ishaka municipality should pay him his money as it was also directed by the Speaker of Parliament Rebecca Kadaga in October last year.
The Speaker of Parliament, Rt. Hon. Rebecca Kadaga last year, after a series of demonstrations by the people of Bushenyi who were refusing the sale of Kabagarame pork market, directed the Attorney General and the Ministry of Finance to rescue Bushenyi-Ishaka municipality and pay Muhumuza the money he was demanding.
The minister for General Duties in Office of the Prime Minister, Mary Karooro wrote a letter to State House seeking for help to rescue Bushenyi Ishaka municipality.
TND News had earlier been told State House promised to pay the said debt.
Muhumuza further told this publication that even after numerous promises, he has never got any single coin.
The Bushenyi Ishaka municipality mayor, Mr Jackson Kamugasha said “as Bushenyi Ishaka municipality we don’t have money to pay the debt but hope that the directed parties will rescue us”.
He told TND News Reporter that they are waiting to hear from the Ministry of Finance to release money and pay Muhumuza so that Bushenyi Ishaka municipality can continue to operate normally.
“Ofcourse we are waiting to hear from the Ministry of Finance on when to release the money but hopefully Muhumuza will be sorted once and for all and Bushenyi-Ishaka municipality will continue to operate normally,” said Kamugasha.
What locals say
Mr Ronald Rwabutwagu, the Ruharo Ward councillor to Bushenyi district Council said: “It was because of incompetent municipal leaders that the money can accumulate to over shs2.3billion.”
“State House should come to their rescue,” he added.
Since Muhumuza has Court orders, Rwabutwagu said he can sell properties of Bushenyi-Ishaka municipality like how he threatened to sell Kabagarame last year.
“Its a pity that some leaders of Bushenyi Ishaka municipality wanted to satisfy their needs and money accumulated to that tune, but i think State House and the Ministry of Finance will help us,” he hopes.
The district councillor said: “We need to be worried because Muhumuza defeated them three times in Courts of Law so, he has every thing from Court.”
