In his first press conference of the year held on Wednesday at Uganda House – Uganda People’s Congress [UPC] Party President, Jimmy Akena says enough is enough!
Jimmy Akena – also the Lira Municipality MP told the press briefing that even when the party was willing and ready to talk peace and reconcile with its foes, the four members being summoned, breached UPC Party Constitution 2008 as amended.
“Uganda People’s Congress, through its Disciplinary Committee wishes to inform its members and the general public that it has summoned the following members for disciplinary hearing on March, 15, 2019, starting at 10:00am at party headquarters, Uganda House, 6th floor. This is as a result of their continued dubious activities which are contrary to the party constitution.
The summoned UPC party members and their cases to answers include:
Mr. Joseph Mbosa has been accused of misconduct, namely that of disobeying decisions of the UPC Organs and holding out as the party president, instituting a civil suit against Orient Bank Limited in the party name without authorization of the party cabinet, and running propaganda against the party nominated candidates in 2016 general elections. This the party says is contrary to Article 5.2(10) of the Uganda People’s Congress Constitution 2008 as amended.
Mr. Peter Walubiri: “The hearing is to consider and discuss disciplinary allegations of misconduct, namely that of disobeying decisions of the Uganda People’s congress organ and holding out as party vice president, clandestinely instituting a civil suit against and for the party without authorization by the arty cabinet and running propaganda against the party nominated candidates in the 2016 general elections, contrary to Article 5.2(10) of the Uganda People’s congress constitution 2008 as amended.”
Hon. Jacinto Ogwal: “The hearing is to consider and discuss disciplinary allegations of misconduct, namely that of contesting as an independent candidate against duly nominated Uganda people congress candidate in Otuke County in 2016 general elections held on the 18th day of February 2016, contrary to Article 3.6(1) & (2) of the Uganda People’s congress constitution 2008 as amended.”
Hon. Isha Otto Amiza: “The hearing is to consider and discuss disciplinary allegations of misconduct, namely that of disobeying decisions of the Uganda Peoples Congress Organ and holding out as the Party secretary for mobilization, contrary to Article 5.2(10) of the Uganda People’s congress constitution 2008 as amended.”
Asked why it is now that his leadership is looking serious disciplining her bad congressmen, the UPC President – Akena said: “We had embarked on the cause of reconciliation and trying to manage our conversation in an open manner – we have been open to discussion all along but they have continued to masquerade as UPC national leaders,” Akena said.
The oldest opposition political party top leaderships still insist that upon proving those they have summoned for disciplinary hearings to be guilty, it will have nothing much but to expel them out of the party.
However, Akena says he’s much willing to work with anybody and to be the first person to campaign for him or her should that person be elected UPC party flag bearer in 2021 or any elections.
“There is much abuse of the party constitution and no one is above the law that is why the arty disciplinary committee is to be convened on March 15, 2019 to look into the cases of the above mentioned party members who claim to be national party leaders or office bearers, when they are not,” the UPC leader said in his press release, dated 6, February 2019.
Last week, Jacinto Ogwal told TND News he wasn’t ready to attend the meeting, saying the Akena leadership is masquerading and illegally occupying Uganda House, 6th floor.

On ‘UPC – NRM alliance’, he said it’s a total nonsense.
“My friend [responding to a journalist who questioned him], this is absolute nonsense. As a party – we have embarked on reconciliation, stretching our hands to even our former foes. In every elections, we have had NRM candidate contesting against UPC,” he replied, adding that such moves have seen Uganda having the first IPOD summit in which different political parties participated.
